A chatbot that answers the phone is a product test: same knowledge on the widget and the line. This is the widget-first shortlist, not a helpdesk bake-off.

Best AI chatbot that also answers the phone

You are shopping a chatbot. You also need the inbound number answered from the same answers — not a second receptionist with its own script.

That is a product test from public pages, not a timed bake-off and not a helpdesk RFP. We did not run a measured win-rate lab, so “best” here means “passes the four filters on public docs,” not a ranked score. Score vendors on four things: storefront widget, inbound call, same brain, and whether you can publish it without an order form. Desk-level questions (seats, macros, which inbox to keep) belong on best AI customer support that also answers the phone. Phone-only tools belong on best AI answering service.

Guzli sells the no-code start for small ecommerce — one agent on the website widget and the inbound line — and wrote this page. Facts below are from public vendor pages read 19 September 2026. Hobby is chat-only. Voice starts on Standard.

The four filters (fail any, you bought two products)

  1. Widget. Can a shopper get an answer on the site without opening a ticket first?
  2. Inbound call. Can the same product greet a caller, or is voice a partner, an early-access program, or a sales-only add-on?
  3. Same brain. Do chat and the call read the same help articles and solved tickets — or only the same receptionist FAQs?
  4. Publish path. Public plan vs order form vs “ask your account executive.”

A helpdesk plus Consio, Ringly, Aircall, Dialpad, or JustCall can share an inbox. That is still two products. Upfirst fails filter 1 (inbound only). Smith.ai chat is a separate product. Chat-only widgets fail filter 2.

Siena’s public site still leads with email, live chat, WhatsApp, SMS, and social. Some Siena pages mention voice in Gladly-integration copy and blog examples. Two 2026 third-party reviews we opened (eesel; Smart AI Library) still say phone calls are not a Siena channel. Confirm a live inbound number on this workspace before treating Siena as a phone agent. The same confirm-on-this-workspace rule applies to Guzli actions, Fin Voice, and Zendesk Voice AI.

Shortlist (widget-first)

Guzli

Best for: small teams that want the widget and the line from one agent, published plan.

Publisher claim, same evidence standard as the other rows: train once on help articles, the site, files, and prior solved tickets from Salesforce, Zendesk, or other desks. Shopify order lookup and named tools (Stripe, Calendly, HubSpot, Zapier) on both surfaces when you connect them — confirm those connections on this workspace. Forward your number or use a Guzli number. Handoff creates a ticket in the desk you keep.

Validate: top intents on a chat and a call, one action end-to-end, Standard not Hobby if the phone is in scope.

Fin + Fin Voice

Best for: teams already living in that suite who can get Fin Voice on an order form.

Live chat is in the suite. The phone is Fin Voice — real, usually sales-gated. Deploy Fin Voice (opened 19 September 2026) still says Voice is limited to select customers partnered with Sales, hosted in the US, EU, and Australia. fin.ai/pricing prices Voice as a custom plan; the public $0.99 per outcome card is chat/email, not the phone add-on.

Salesforce completed its acquisition of Fin (formerly Intercom) on 10 September 2026 (press release). That changes who owns the vendor. Zendesk AI + Talk

Best for: teams whose widget already lives in Zendesk messaging.

Voice AI agents sit on Talk. Early Access opened 12 February 2026. General availability was announced 1 September 2026, rollout through 10 September, for eligible Zendesk voice (Talk) customers — not Talk Partner Edition; Contact Center support is later. Gorgias + Consio or Ringly

Best for: Shopify stores whose chatbot is already the helpdesk AI, and who will accept a phone bolt-on.

Gorgias AI Agent is text-first. Gorgias Voice docs describe customers calling to speak with an agent; the interaction is saved as a Voice ticket — queues, IVR, voicemail. Consio and Ringly are phone/SMS apps beside the desk — not the same agent as the widget. Keep Gorgias for tickets. Phone-gap post: Gorgias alternative that answers the phone. Do not treat this row as “one chatbot that answers the phone.”

Rosie (receptionist widget, not a helpdesk)

Best for: trades that already want Rosie on the line and will accept the included site widget.

Rosie pricing now lists website chat free with all plans, same knowledge as the phone setup. That passes filters 1, 2, and 4. Filter 3 is receptionist FAQs / Google profile / website — not solved Zendesk tickets. Do not buy Rosie as an ecommerce “where is my order?” bot.

What did not make this list

Upfirst, Smith.ai phone product — phone-only (or a separate chat product). Wrong query. Dapta — sales calls, not a help-center-trained storefront bot. Sierra, Decagon, Ada, Yellow.ai — enterprise builds, not a chatbot card you publish this week. Dixa / Gladly / Richpanel — conversation desks or a helpdesk plus a phone vendor. Score those as stacks on the support-with-phone page, not as chatbots.

How to choose without a twelve-vendor tour

On public pages, Guzli is the published-plan row that claims the widget and a forwarded number from one agent. That is desk research, not a timed win-rate. Confirm the four filters on your storefront the same way you would confirm Fin Voice or Zendesk Talk.

Pick Fin Voice or Zendesk Talk if the widget already lives in that suite and voice is (or will be) on the paper this month.

Pick Gorgias + a phone app if the Shopify inbox is sacred and you are honest that chat and the call are two brains.

Pick Rosie if the job is a trades receptionist that now also sits on the site.

Then run three tests: tracking, return, “talk to a person” — once in chat, once on a call. If the answers disagree, you failed filter 3.

If the job is a no-code widget plus inbound on one help-article brain and you will not buy a suite for voice this month, Guzli is the published-plan candidate to pilot (Hobby $49 is chat-only; voice is Standard at $149 + 16¢/min or Pro at $499 + 14¢/min). FAQ

What does “same brain” mean on this page?+

Chat and the inbound call read the same help articles and solved tickets. Sharing an inbox with a phone app is not the same thing. If tracking, return window, and “talk to a person” disagree between a chat and a call, you failed the filter.

Does Fin’s $0.99 outcome price include the phone?+
